Reporting Justice Center Incidents Involving Credentialed Addiction Professionals

Memo on reporting Justice Center incidents where a credentialed addiction professional was involved.

Reissued January 27, 2026
Original Issue Date: January 30, 2017

The Justice Center for the Protection of People with Special Needs is charged with taking reports of abuse, neglect or significant incidents.

Who Must Report

  • OASAS-operated, licensed, or certified providers are required to report allegations of abuse, neglect and other significant incidents to the Justice Center using one of the prescribed methods (phone or web).
  • Funded, but not licensed/certified, providers must report incidents via phone or email to OASAS Patient Advocacy.

Facility/Provider Agency Reporting Requirements

If an incident involves any OASAS-credentialed individual, such as a CASAC, CASAC-T, CASAC-P, CPP, CPS, or CPGC, alleged to have committed acts which would violate their Canon of Ethics, the facility or provider agency must:

  1. Report the incident to the Justice Center
    AND
  2. Submit a CASAC complaint as soon as possible via the online portal.

This is important as the Justice Center incident reporting process and the OASAS credentialing complaint process are separate and distinct processes.

Responsibilities of Credentialed Individuals

If you’re an OASAS-credentialed individual and know of a colleague’s impairment or misconduct, you must notify the appropriate authorities, including:

  • Employers
  • OASAS

Failure to report a colleague’s misconduct or impairment may be subject to discipline for violating the Canon of Ethics (14 NYCRR §853.28(a)(10)).
