Local Services Plans

Local Services Plans set addiction services priorities and needs for local government and inform statewide planning.
Mental Hygiene Local Services Plans

New York State law directs OASAS, the Office of Mental Health (OMH), and the Office for People With Developmental Disabilities (OPWDD) to assist Local Governmental Units (LGU) in planning for addiction, mental health, and developmental disability services.

There are 57 LGUs in New York State. Each LGU represents one county, except for a combined LGU for the five counties of New York City and a combined LGU for Warren and Washington counties. LGUs must develop a plan that describes their needs and goals. These plans are submitted to the State agencies and used to develop a statewide plan. The 2024 Local Services Plans contain LGU goals through 2027 and will be updated annually.
