
Street Outreach
Overview
The New York State (NYS) Office of Addiction Services and Supports (OASAS) announces the availability of funding for organizations to provide services through mobile outreach to expand harm reduction education, support, resources, and linkages. Providers will target individuals who actively use drugs and: are not engaged in harm reduction or treatment services, face chronic barriers to care, or live far from traditional brick-and-mortar harm reduction service. This may include individuals served previously by the SUD treatment system but who have disengaged from treatment services. Street outreach teams build trust with individuals over time while providing services that reduce potentially negative consequences associated with substance use and link them to appropriate, sought out/or requested additional care.
Up to $31,900,000 (to include vehicle(s)) in funding is available to support twenty-two (22) awards for Street Outreach Services for a maximum of two (2) awards per Empire State Development (ESD) Region with a large city (Albany/Buffalo/Rochester/Syracuse/Yonkers), two (2) awards each for Manhattan, Brooklyn, and the Bronx, one (1) award each for Queens and Staten Island, and (1) award for each of the remaining four ESD regions. Each individual award is for up to $460,000 annually, for a three-year contract period. One-time start-up funding of up to $70,000 will be available for awardees who have not previously received funding for a vehicle through an OASAS-funded outreach initiative.

- Staten Island = 1 award
- Long Island = 1 award
- North Country = 1 award
- Mohawk Valley = 1 award
- Southern Tier = 1 award
Eligible Applicants
Eligible applicants are non-profit Voluntary Agencies or Local Government Units (LGUs) having a physical address located in the same ESD region in which the applicant intends to deliver street outreach.
AND
Have an existing qualifying program(s) operating within the same ESD region - Qualifying programs are:
- Syringe Service Programs (SSP) – Tier 1 or 2
- NYS Department of Health (DOH) Drug User Health Hubs
- OASAS-Funded Recovery Community Centers
- Operational Street Outreach and Engagement Programs awarded under one of the following OASAS procurements:
- OSF 23006- Street Outreach
- SAPT Supplemental Street Outreach Initiative – SUPP 1010
