Overview 

The New York State Office of Addiction Services and Supports (NYS OASAS) is seeking applications from Part 822 certified providers to offer in-community clinic services outside of their physical address.  This initiative is targeted to serve populations who typically have difficulty accessing harm reduction, substance use disorder (SUD) treatment, and recovery support services. The purpose of this initiative is to connect and engage individuals who use substances and are vulnerable or underserved and those who have not been successfully engaged in traditional treatment settings. Service encounters can be provided from a variety of settings in the community (e.g. social service agencies, hospitals, local jails, shelters, parks and other public areas with high substance use activity). Encounters can be delivered in person, via telehealth, in a vehicle, or other community location, as deemed appropriate. These newly engaged individuals may or may not be aware of or interested in SUD treatment services, but are screened to determine if the person meets criteria for SUD. This may include individuals served previously by the SUD treatment system, but who have disengaged from or are not actively participating in services. In-community clinic staff work to build rapport with individuals while providing services that reduce risk and other negative consequences associated with substance use. Clinics will develop unique strategies to engage and retain individuals in treatment by creating an infrastructure that promotes consumer participation and program sustainability.

 

Funding Available 

$8.4M is available for fourteen (14) 24-month awards: one award in each Economic Development Region (EDR) outside of New York City and one in each of the five (5) boroughs in New York City.  The maximum award will be $600,000 per award or $300,000 for a 12-month period.  

Contingent on the availability of funds and the performance of the providers, NYS OASAS reserves the right to extend this award for up to three additional years.

 

Eligible Applicants

Eligible applicants are providers who meet all of the following criteria:

  • Are a Local Governmental Unit (LGU) or a Non-Profit Voluntary Agency  
  • Are an existing NYS OASAS Part 822 with a telehealth designation operating in the EDR in which the applicant plans to provide services on the Application Submission Due Date
  • Providers must be pre-qualified in the State Financial System (SFS) on the Application Submission Due Date.    

Applicants seeking to serve multiple EDRs or boroughs, must operate a NYS OASAS certified 822 outpatient programs with a telehealth designation in each of the EDRs or boroughs for which the provider is applying for funding.  

Applicants seeking to serve multiple EDRs, or boroughs must submit separate applications one for each EDRs or boroughs.
