Substance Use Disorder Vocational Rehabilitation Counselors
Overview
The New York State Office of Addiction Services and Supports (NYS OASAS) is seeking qualified not-for-profit organizations to provide regional vocational rehabilitation services across the state.
Specifically, NYS OASAS intends to contract with two providers for each of the ten New York State economic development regions, excluding New York City. For New York City, NYS OASAS will select two providers for each of the five boroughs.
This initiative aims to improve employment outcomes for individuals in active treatment and recovery from substance use disorder (SUD), a population that often faces significant stigma and systemic barriers to employment. Selected providers will support NYS OASAS’ mission to promote long-term recovery and self-sufficiency through community-based job placement assistance. Each organization will be responsible for hiring or retaining two vocational rehabilitation counselors who will serve as dedicated vocational specialists working in coordination with regional SUD treatment and recovery programs.
This Procurement will be closely aligned with RFP 25009 – SUD Statewide Job Development and Technical Assistance Services.
Funding Available
A total of $9.8 million annually is available to fund up to 28 providers statewide. This will be two providers for each of the ten New York State economic development regions (EDR) (excluding New York City) and two providers for each of the five New York City boroughs.

Empire State Development Regions
Contracts may provide funding of up to $350,000 per year for up to five years. Annual funding allocations are subject to state budget approval and may be adjusted based on performance outcomes, changing service needs, or availability of funds.
Applicants applying for more than one EDR/Borough must submit separate applications for each area for which they are applying.
Eligible Applicants
To be considered for funding under this RFA, the applicant must be a not-for-profit organization that is authorized to do business in New York State and be one of the following:
- Residential (Part 819 or 820), with a physical location in the EDR/Borough for which they are applying.
- Outpatient *and/or Opioid Treatment Services (Part 822) with a physical location in the EDR/Borough for which they are applying.
- OASAS State Aid funded Recovery Centers with a physical location in the EDR/Borough for which they are applying.
