Mobile Medication Unit (MMU)
Overview
The New York State Office of Addiction Services and Supports (NYS OASAS) announces the availability of funding for one (1) Opioid Treatment Program (OTP) and/or Comprehensive Outpatient Program (COP) organization to assume operation of an existing NYS OASAS-owned Mobile Medication Unit (MMU). This award is intended to support the continued use, operation, and maintenance of an MMU to expand access to medication and treatment for individuals with Opioid Use Disorder (OUD) across New York State.
The selected provider will be responsible for receiving, operating, storing, maintaining, and staffing an existing MMU vehicle, in accordance with all applicable NYS OASAS, Drug Enforcement Administration (DEA), and Substance Abuse and Mental Health Services Administration (SAMHSA) requirements. This initiative is made possible by the DEA Final Rule on MMUs and supports NYS OASAS’ ongoing efforts to expand access to medication for opioid treatment, including methadone and buprenorphine, in underserved and high-need communities.
Funding Available
NYS OASAS may award up to $250,000 in start-up funding and up to $250,000 in operational funding to one eligible applicant to operate an existing NYS OASAS-owned Mobile Medication Unit (MMU) for a minimum period of two (2) years.
Start-up funding may be used for costs necessary to prepare the MMU for operation, including but not limited to upfitting, maintenance, storage, minor construction or infrastructure needs required to securely house or store the MMU (e.g., garage modifications, fencing, or other security enhancements) and any other reasonable and necessary costs to ensure the MMU becomes operational.
Operational funding may be used to support ongoing MMU operations, including staffing, maintenance, and service delivery costs, in accordance with this RFA and applicable NYS OASAS requirements.
All funding is subject to the availability of State appropriations and compliance with NYS OASAS fiscal and programmatic requirements
Eligible Applicants
Eligible applicants must be a not-for-profit entity, or a local governmental unit (LGU) located in NYS currently operating an NYS OASAS-certified OTP or COP.
Notes:
- NYS OASAS may not fund a proposal where the Bidder is an NYS OASAS treatment provider that is not in good standing when the award is made.
- Proprietary entities are not eligible.
Due to the large size of the MMU and size limitations on vehicles in NYC, no provider can apply to operate the MMU in NYC.
