Outreach and Engagement Services – Street Outreach Model

OASAS is seeking applications for the delivery of street-level outreach and engagement services to populations with greater difficulty accessing harm reduction, substance use disorder treatment, and recovery support services. Funding of more than $3.7 million is currently available to eligible applicants for Year 1. Up to $250,000 per awardee is subsequently available for Year 2.

Through Opioid Settlement Funds, OASAS is seeking applications for the delivery of street-level Outreach and Engagement Services in the community to populations who typically have difficulty accessing harm reduction, substance use disorder treatment, and recovery support services. Eligible applicant information and other details can be found in the RFA.
 

Funding 

Year 1 (first 12 months): Funding of $3,750,000 is currently available to support Outreach and Engagement Services: Street Outreach for a maximum of one award each for Kings and Queens Counties and 10 additional awards for the rest of state. The Kings and Queens awards are for an operational budget up to $250,000 and the ROS awards are for an operational budget up to $250,000 and up to $75,000 for the cost of a vehicle purchase.

Year 2 (second 12 months): The second-year budget for all awardees is for up to $250,000 to support program operations. This year is contingent upon a preliminary programmatic review of the program and upon funding availability.

OASAS may amend any resulting contracts to include additional years of funding contingent upon funding availability and a programmatic review.
 

Eligible Applicants

Non-profit or governmental entity that meets one of the following criteria AND has an existing program physically located in the same county in which the applicant intends to deliver outreach and engagement services.

  • Operate OASAS-certified, funded or otherwise authorized SUD treatment programs.
  • Operate OMH-licensed mental health services programs; Safe Options Supports providers.
  • DOH certified Hospitals
  • Syringe Service Programs (SSP)
  • DOH Drug User Health Hubs
  • Federally Qualified Health Centers (FQHCs)

OASAS-certified providers who received funding for Outreach and Engagement Services (formerly known as Centers of Treatment Innovation) through State Targeted Response are not eligible applicants under this RFA.
